A Little History of the World Wide Web. Robert Cailliau, October 1995. Nice hypertext history of Tim Berners-Lee's creation.
The History of the Net. Henry Edward Hardy, September 1993. Master's Thesis. A great background of the Internet before everybody discovered it.
A Brief History of the Internet. By many of the people who made it happen: Vint Cerf, Robert Kahn, et. al. Last revised February 1997. Excellent use of hypertext foot notes, easy to read, and extensive.
